- Employees working in the enterprise;
- Workers return to the labor market.

II. Procedures for receiving housing support for working employees
1. Subjects and conditions for receiving rental support
➤ Subjects receiving housing rental support: Workers working in enterprises in industrial parks, export processing zones and key economic zones.
➤ Conditions for receiving rental assistance
- Renting a house or accommodation from February 1, 2022 to June 30, 2022;
- Have a labor contract (indefinite or definite term) of 1 month or more signed and started before April 1, 2022;
- Currently participating in compulsory social insurance in the month preceding the month of making the support list to request rental support. If not subject to compulsory social insurance according to Clause 4, Article 2 of Decree No. 115/2015/ND-CP, the name must be on the salary payment list of the enterprise.
2. Level of support, time and method of payment of rental support
- Support level: 500,000 VND/person/month;
- Support period: No more than 3 months;
- Payment method: Monthly.
Note : Support is only applied once to 1 person per month, maximum 3 months.
3. Deadline for submitting application for rental assistance
Pay monthly or pay in 2-3 months. Deadline is August 15, 2022.
Note : If the business submits the application after this time, it will not be processed by the Social Insurance.
4. Instructions for registration procedures to receive rental support
The procedure for making a list of requests for support for housing and accommodation for workers is quite simple, you can follow these steps:
7 steps to request support for housing and accommodation for workers:
- Step 1: Employees in need of support submit a request according to form No. 01 at the business where they are working;
- Step 2:
- Enterprises compile the list according to form 02;
- Publicly post at the workplace for at least 3 days and resolve complaints within 2 days (if any).
- Step 3: Submit form 02 to the Social Security agency (can be submitted once a month or combined for 2-3 months);
- Step 4:
- Social Insurance sends back confirmation results of form 02;
- Confirmation results will be returned to the business via electronic transaction email with attached files and a signed paper copy will be sent by post (maximum 2 working days).
- Step 5:
- The unit collects form 02 with confirmation from the Social Insurance, stamps – signs and submits to the Labor Department under the District People’s Committee for approval;
- Within 2 working days, the District People’s Committee will appraise and submit to the Provincial People’s Committee for approval and support payment.
- Step 6: Within 2 working days, the Provincial People’s Committee approves the list and makes support payments to businesses;
- Step 7: Within 2 days of receiving the support funds, the business will make payment to the employee.

5. Instructions on 2 ways to submit form 02 to the Social Security agency
➤ How to submit form 02 for the Social Insurance agency to confirm the list of working employees
- Method 1: Submit electronic transaction form 600Q, attach the file of the list of employees requesting rent support (form 02). Note, the attached file is a digitally signed file (signed with a token);
- Method 2: Submit paper application form 600QG and submit a list of workers requesting housing rental support (form 02) signed and stamped.
Enterprises make a list of employees requesting rent support (Form 02) starting from February 2022 and submit the list in 1 of the 2 following ways:
- Method 1: Submit the list monthly
For example:
>> In May, create form 02 for employees participating in April 2022;
>> In June, create form 02 for employees participating in May 2022;
>> In July, create form 02 for employees participating in June 2022.
- Method 2: Submit 2 or 3 months in advance
. In this case, the business will submit the following month of the last month to be consolidated.
For example: In July, submit form 02 for the following months: April, May, June.

- Form 01 – Request for rental assistance;
In there:
- Items 1 to 6: Fill in the employee’s personal information;
- Section 7: Fill in information of the business where the employee is working;

- Section I: Business information;
- Section II: Information of employees participating in compulsory social insurance that need support, based on information in form 01 provided by the employee;
- Section III: The way to fill in is similar to Section II but for employees who are not subject to compulsory social insurance.
III. Procedures for receiving housing support for workers returning to work
1. Subjects and conditions for receiving rental support
➤ Subjects receiving housing rental support: Employees working in enterprises in industrial parks, export processing zones and key economic zones.
➤ Conditions for receiving rental assistance
- Renting a house or accommodation from April 1, 2022 to June 30, 2022;
- Having an employment contract (indefinite or definite term) of 1 month or more signed and starting in the period from April 1, 2022 to June 30, 2022;
- Currently participating in compulsory social insurance in the month preceding the month of making the support list to request rent support (if not subject to compulsory social insurance according to Clause 4, Article 2 of Decree No. 115/2015/ND-CP, the name must be on the salary payment list of the enterprise).
2. Level of support, time and method of payment of rental support
- Support level: 1,000,000 VND/person/month;
- Support period: No more than 3 months;
- Payment method: Monthly;
Note : Only apply once to 1 person in 1 month, maximum 3 months.
3. Deadline for submitting application for rental assistance
Before the 15th of each month and submit documents monthly. Deadline is August 15, 2022.
Note : Businesses should pay attention to submit documents on time, because after the above period, the Social Insurance will not process the confirmation.
4. Instructions for registration procedures to receive rental support
The process and procedures for requesting housing support for workers returning to the labor market are similar to the procedures for requesting support for workers currently working in enterprises. The only difference to note is that the list of workers requesting support must follow form 03 and cannot be combined into 2 or 3 months like form 02. The detailed steps are as follows:

5. Instructions on 2 ways to submit form 03 to the Social Security agency
➤ There are 2 ways to submit form 03 for the Social Insurance agency to confirm the list of working employees:
- Method 1: Submit electronic transaction form 600R, attach the file of list of employees requesting rent support (form 03). Note, the attached file is a digitally signed file (signed with token);
- Method 2: Submit a paper application of 600R and submit a list of workers requesting housing support (form 03) with signature and stamp.

- Step 1: Select form 600Q, select “Declaration period” as May 2022, the system will automatically display the declaration time. Then click “Confirm”;
- Step 2: The screen will display the interface of form 600Q, click “Attach” file to download form 02 (note that form 02 must be a digitally signed form);
- Step 3: After uploading the file, you need to fill in the “Description” of the file so that the processing officer can easily receive the application >> Next, click “Confirm”;
- Step 4: After completing the above steps, select “Declare”;
- Step 5: The system continues to display a notification, click “Confirm” to continue.

IV. Frequently asked questions when applying for rental assistance benefits
1. Are employees on sick leave or maternity leave eligible for support under Decision 08/2022/QD-TTG?
According to Decision 08, there is no clear regulation on whether employees on sick leave or maternity leave are eligible for support or not. There have been many conflicting opinions on this issue.
Therefore, the Department of Employment under the Ministry of Labor, War Invalids and Social Affairs recently issued a written response, specifically:
“The total time the employee has actually worked for the employer includes maternity leave, sick leave of 14 working days or more in a month (not participating in social insurance but still being on the list of compulsory social insurance participants of the social insurance agency). 3. When submitting form 01 to the company, do employees need to submit a rental contract?
No. Employees do not need to submit a rental contract. However, employees must ensure that all information declared on Form 01 is true to avoid having their support revoked if the declaration is not true.
