2 Ways for laid-off workers to register for support from the Unemployment Insurance Fund according to Resolution 116 & Decision 28
To register for unemployment support from the Unemployment Insurance Fund (UIF), laid-off employees can submit their application directly to the Social Insurance agency or submit it online on the VssID application, specifically:
➤ Method 1. Submit application online using VssID application
Here are 4 simple steps you can take to set up & register for unemployment benefits via your VssID account.
- Step 1. Install & register VssID account on mobile phone
>> Download the VssID application from CH Play or App Store to your phone, open the application to register an account according to the regulations (image 1);
>> Then, enter your personal information into the required fields on the application (image 2). When you successfully register, the Social Security system will send a login password to the registered phone number. Thus, you have completed the VssID account registration procedure.
- Step 2.
>> You go to the section to check the time participating in social insurance (similar to image 3);
>> After checking, go to “Public Services” on the application and choose to create a profile “[653] Covid-19 Support according to Resolution 116/NQ-CP” (as shown in Figure 4).
- Step 3. Submit application for support from the Unemployment Insurance Fund
>> You check the information again, select “Receive via account” and fill in the account number information, the Social Security agency receives;
>> Once you have filled in the correct information, select “Submit” to send your application (as shown in images 5 & 6).
- Step 4. Complete the registration procedure to receive support from the Unemployment Insurance Fund for laid-off employees.
>> After submitting the information, the system will send an OTP code to your phone for confirmation. Enter the OTP code in the “Please enter OTP” box, then select “Confirm” (image 7);
>> Immediately after that, on the VssID interface (image 8) will display “Successful application submission”, meaning you have completed the unemployment benefit registration procedure & are waiting for results from the Social Security agency.
- Step 5. Get results
After completing the above steps, you will receive unemployment benefits through your registered bank account number.

➤ Method 2. Submit paper documents directly to the Social Insurance agency .
- You fill in the necessary information in form No. 04 according to Decision No. 28/2021/QD-TTg such as: personal information, phone number, social insurance code;
- For employees whose labor contracts have terminated, fill in item “3”;
- For employees who are still working at the enterprise but have not received benefits, fill in section “4”.
- After filling in all the information, you submit the application directly to the Social Insurance agency (where you need to receive support) or send it via postal and telecommunications services.
Note :
>> Deadline for receiving applications is December 20, 2021;
>> The ID card/CCCD number filled in form number 04 must be the number the employee used when opening a bank account, because the Social Security agency will pay the support level through that bank account.
