This organization is responsible for providing solutions for initiating, connecting, receiving, transmitting, storing, and processing electronic invoice data (including electronic invoices without tax authority codes and electronic invoices with tax authority codes). 

Electronic invoice service providers are divided into:

  • Organization providing electronic invoice solutions without tax authority code and with tax authority code for sellers and buyers;
  • Organize connection to receive, transmit and store electronic invoice data with tax authorities.

Conditions and criteria to become an electronic invoice service provider

Electronic invoices are one of the effective tools for tax authorities to manage the purchase and sale of goods and services of enterprises and promptly detect the purchase and sale of invoices, fraud, tax evasion, etc., contributing to building a clean and strong business environment. Therefore, the selection of electronic invoice service providers must be conducted strictly. 

Conditions for becoming an electronic invoice provider are specified in Article 10 of Circular 78/2021/TT-BTC as follows:

1. For organizations providing electronic invoice solutions without codes & with tax authority codes

  • Must be a legal entity operating in the field of information technology in Vietnam;
  • Information about electronic invoice services must be made public on the organization’s website;
  • Have at least 5 university graduates majoring in information technology;
  • Have technical infrastructure, software systems, and information technology equipment that meet the requirements:
    • Providing solutions for creating, processing, and storing data on electronic invoices without tax authority codes and electronic invoices with tax authority codes according to regulations;
    • There is a solution to receive and transmit electronic invoice data with service users; a solution to transmit and receive electronic invoice data with tax authorities. The process of receiving and transmitting data must be logged to serve reconciliation work;
    • There are solutions to backup, restore and secure electronic invoice data;
    • Have documents of successful technical testing results on the solution for transmitting and receiving electronic invoice data with the organization providing services for receiving, transmitting and storing electronic invoice data.

2. For organizations providing services of receiving, transmitting and storing electronic invoice data

  • As a legal entity, with at least 5 years of experience in the field of information technology;
  • Information about electronic invoice services must be made public on the organization’s website;
  • Deposit capital at a bank in Vietnam of at least 5 billion VND to resolve risks and compensate for damages during the service provision process;
  • Have at least 20 university graduates majoring in information technology;
  • Have technical infrastructure, software systems, and information technology equipment that meet the requirements:
    • Providing solutions for creating, processing, and storing electronic invoice data with tax authority codes according to regulations. 
    • There is a solution to connect, receive, transmit and store electronic invoice data with tax authorities;
    • There is a solution to connect, receive, transmit, and store electronic invoice data with organizations providing electronic invoice services without codes and with codes of tax authorities; information on the process of receiving and transmitting data must be logged to serve reconciliation work;
    • The technical infrastructure system must be operated on the environment of the main data center and the backup data center;
    • The system can detect, warn, and prevent illegal access and network attacks to secure data;
    • There is an online data backup and recovery system, backup data storage time is within 30 days and data can be restored when an incident occurs;
    • Connect to the General Department of Taxation via a leased channel or MPLS VPN Layer 3 channel or equivalent channel, including 1 main transmission channel and 2 backup transmission channels.

List of electronic invoice providers approved by the General Department of Taxation

Currently, there are about 800 units providing electronic invoice software nationwide, but only 26 units have been approved by the General Department of Taxation and signed official contracts to provide services of receiving, transmitting, and storing electronic invoice data.
