What is a personal identification number?
Personal identification number is a series of numbers that identifies each citizen (including 12 numbers), issued by the Ministry of Public Security. Each citizen is issued only 1 personal identification number from birth to death and cannot be duplicated or repeated with any other person.
Pursuant to the provisions of Article 14 and Article 15 of Decree 137/2015/ND-CP, the management agency of the National Population Database of the Ministry of Public Security shall issue personal identification numbers to citizens when:
- Birth registration procedures;
- Making citizen identification cards (CCCD) for citizens who have registered their birth or permanent residence but have not yet been issued a personal identification number or for citizens who are using a 9-digit ID card and switching to a 12-digit CCCD.
The role and function of personal identification number
Pursuant to Article 13 of Decree 137/2015/ND-CP and Article 7 of Circular 07/2016/TT-BCA, personal identification numbers are used to connect, update, share and exploit citizens’ information in the National Population Database system and specialized databases.
Thus, individuals and authorized organizations will be allowed to use the personal identification code on the CCCD card or birth certificate to check the information of the cardholder in the National Database.
Can personal identification number replace ID card, CCCD, passport?
According to Clause 2, Article 4 of Decree 30/2021/ND-CP, Vietnamese citizens who have been granted a personal identification code and national databases on population, databases on business registration – investment registration are connected, the personal identification code is used to replace documents such as copies of ID cards, CCCD, passports and other personal identification documents when citizens carry out procedures related to housing (buying and selling, transferring ownership…), real estate business.
The personal identification number is the CCCD number or ID card number (12 digits). Therefore, instead of having to bring a notarized copy of the ID card/CCCD when doing procedures related to houses and land at the People’s Committee of the commune/ward, people only need to provide the personal identification number.
Can personal identification number replace personal tax code?
Clause 7, Article 35 of the Law on Tax Administration stipulates: “When personal identification codes are issued to the entire population, personal identification codes shall be used instead of tax codes.”
Thus, in the near future, when our country completes the issuance of identification codes to all citizens, citizens can use identification codes to replace personal tax codes when carrying out procedures related to opening bank accounts, declaring taxes, paying taxes, and registering for electronic transactions.

Currently, employees must have a personal tax code to be able to apply for a tax refund, but once population data is synchronized and an identification code is available, employees can use the identification code instead of the personal tax code to apply for a personal income tax refund.
