What is cosmetic declaration, cosmetic product declaration form?
Cosmetic declaration is a procedure that a cosmetic manufacturer or importer from abroad must carry out at a competent authority of the Ministry of Health, to be granted a cosmetic product declaration receipt number allowing it to be circulated in Vietnam. At the same time, the cosmetic declaration unit must take full responsibility for the product quality, effectiveness and safety for consumers.
Cosmetic product declaration form, also known as cosmetic declaration paper, is the basis for state agencies to manage cosmetics circulating on the market such as: product name, uses, ingredients, manufacturer, product distributor. During circulation, if the authorities discover poor quality cosmetics or cosmetics that affect the health of consumers, they have the right to impose penalties, recall, and destroy them at any time.
Note:
At the time of issuing the cosmetic declaration form, the state agency cannot confirm the safety and effectiveness of that product.
Conditions and regulations for declaring cosmetics circulating in Vietnam
Conditions for cosmetic circulation announcement are as follows:
➨ For individuals and organizations that carry out cosmetic declaration procedures:
- Must have a business registration certificate (ie individual business household or organization, enterprise with legal status);
- Registered cosmetics business.
➨ For cosmetic products:
- Domestically produced cosmetic products must have their cosmetic ingredients tested before going through the declaration procedure;
- Imported cosmetic products must have a certificate of free circulation issued in the country of manufacture, and a letter of authorization from the brand owner/manufacturer to the distributor in Vietnam.
Declaration of domestically produced cosmetics and imported cosmetics
1. Imported cosmetics declaration file
The cosmetic declaration dossier includes the following documents:
- 2 copies – cosmetic product declaration form (enclosed with soft copy of declaration form);
- Product testing certificate for domestically produced cosmetics;
- Certificate of Free Sale – CFS (only provided with imported cosmetic products);
- Authorization letter from the brand owner or cosmetic manufacturer authorizing an individual or organization distributing cosmetic products in Vietnam to carry out product declaration procedures.

Note:
For power of attorney:
- If applying for imported cosmetic declaration: Must provide a certified copy of the signature and consular legalization;
- If you are applying for the declaration of domestically produced cosmetics, you only need to provide the original or a certified copy.
For free circulation certificate of imported cosmetics, 2 conditions must be met:
- Still valid or issued within 24 months from the date of issue;
- Consular legalization according to regulations (except for cases exempted from consular legalization).
The cosmetic declaration form must have the full signature of the legal representative and the seal of the organization or individual responsible for distributing the product.
In case the company carries out declaration procedures for 2 or more cosmetic products, each product can only be declared in 1 declaration form.

Procedures for cosmetic circulation declaration
The specific steps for declaring the circulation of domestically produced cosmetics and imported cosmetics are as follows:
Step 1: Prepare cosmetic declaration documents
- Number of documents: 1 set as fdiinvietnam.com instructed above;
- Applicant: Individual or organization authorized to distribute cosmetics in Vietnam.
Step 2: Submit cosmetic declaration application and fee
Agency receiving documents:
- For imported cosmetics: Submit to the Department of Drug Administration – Ministry of Health;
- For domestically produced cosmetics: Submit to the Department of Health where the cosmetic factory is located;
Application form:
- Submit paper application directly to the Department of Drug Administration – Ministry of Health or Provincial Department of Health;
- Submit application online via the National Single Window Portal.
Cosmetic declaration fee: VND 500,000 (as stipulated in Circular No. 277/2016/TT-BTC).
Step 3: Processing cosmetic declaration dossier
- In case of valid documents: Within 3 working days, the Department of Drug Administration – Ministry of Health or the Provincial Department of Health will issue a receipt number for the cosmetic product declaration form;
- In case the dossier is invalid: Within 5 working days, the Department of Drug Administration – Ministry of Health or the Provincial Department of Health will issue a written notice instructing the individual or organization to revise, supplement the dossier and resubmit. The maximum period for supplementing the dossier is 3 months from the date of notice.
Note:
In reality, due to the large number of published dossiers, the time to obtain a cosmetic product certificate can last from 7 to 15 days for domestically produced cosmetics and from 20 to 25 days for imported cosmetics.
The cosmetic product declaration receipt number is only valid for 5 years from the date of issue. Because after 5 years, if the individual or enterprise still circulates the cosmetic product on the market, they must re-declare before the declaration expires.
