All food production and trading establishments must complete procedures to obtain a certificate of food safety and hygiene eligibility (Clause 1, Article 11, Decree 15/2018/ND-CP).

Except for the following cases not subject to food safety license issuance:

• Food business and production without a fixed location;
• Small-scale primary production, small-scale preliminary processing;
• Small food business, prepackaged food;
• Production and trading of tools and materials for packaging and containing food;
• Hotel restaurant;
• Street food business;
• Collective kitchens are not registered for food business;
• The facility has been granted one of the following certificates:

>> Good Manufacturing Practice (GMP);

>> ISO 22000 Food Safety Management System;

>> Food safety system certification (FSSC 22000);

>> Hazard Analysis and Critical Control Point (HACCP) System

>> Or equivalent valid certificates.

1. Application for food safety certificate
