Details of regulations, documents, and procedures for businesses to register to receive unemployment insurance support from the 30,000 billion VND package of social insurance according to Resolution No. 116/NQ-CP.
Support level for enterprises and employees according to resolution 116
In order to support businesses and employees facing difficulties in social life, on September 24, 2021, the Government issued Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg dated October 1, 2021 implementing policies to support businesses and employees affected by the Covid-19 pandemic from the Unemployment Insurance Fund (UIF) as follows:
1. For businesses:
- Reduce the social insurance contribution rate of enterprises from 1% to 0%;
- 12-month reduction period – from October 1, 2021 to September 30, 2022.
2. For employees:
Workers affected by the Covid-19 pandemic receive benefits from the Unemployment Insurance Fund as follows:
- Paying social insurance for less than 12 months – Support 1,800,000 VND/person;
- Paying social insurance for 12 months to less than 60 months – Support 2,100,000 VND/person;
- Paying social insurance for 60 months to less than 84 months – Support 2,400,000 VND/person;
- Paying social insurance for 84 months to less than 108 months – Support 2,650,000 VND/person;
- Paying social insurance for 108 months to less than 132 months – Support 3,300,000 VND/person.
3. Applicable subjects:
- Employees participating in unemployment insurance as of September 30, 2021, including employees on unpaid leave, maternity leave, sick leave (except for agencies, enterprises… with state budget to ensure regular expenditure, foreign employees working at enterprises);
- Employees who have stopped participating in unemployment insurance due to termination of their labor contracts from January 1, 2020 to September 30, 2021 have their unemployment insurance payment period preserved (excluding monthly pensioners).
➤ Time to support workers from October 1, 2021 to December 31, 2021.
Note :
>> Those who have received support under Resolution 68/NQ-CP will still receive support under Resolution 116/NQ-CP and Decision No. 28/2021/QD-TTg;
>> Those who have received unemployment insurance during the period of unemployment from January 1, 2020 to September 30, 2021 but still have odd months of unemployment insurance contributions remaining will still receive support from Resolution 116/NQ-CP and Decision No. 28/2021/QD-TTg;
>> Receiving benefits according to Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg will not affect or lose the time that employees have participated in social insurance but have not yet received unemployment benefits.
Steps to apply for support
To receive unemployment insurance benefits due to the impact of the Covid-19 epidemic, employees follow the 3 steps below.
➤ Step 1: Check the employee’s social insurance participation process
- Employees can check their own social insurance participation process by downloading the VssID application on CH Play or App Store, accordingly:
>> After downloading the VssID application, employees can register an account using their own social insurance number or scan the QR code on the Health Insurance card and follow the next steps;
>> After successful registration, the Social Security system will send a login password. Employees will use the Social Security number and password to log into the system and perform a search.
- Employees select the item “Participation process – Unemployment insurance (UI)” and check whether the payment process is correct or not.
➤ Step 2: Complete the application for benefits
1. For employees who have terminated employment from January 1, 2020 to September 30, 2021
- Method 1 – Using VssID application
>> Log in to VssID application;
>> Select “Public services”;
>> Select “Document (653) Covid-19 Support according to Resolution 116/NQ-CP” and follow the steps in the document.
Note: If the employee does not have a bank account, he/she should register an account so that the Social Security agency can transfer support money to the registered bank account.
- Method 2 – Submit application directly to the Social Security agency
>> Employees fill in information according to form number 04 and send it to the Social Insurance agency where they register temporary or permanent residence.
>> Deadline for receiving support applications is December 20, 2021.
2. For employees participating in social insurance at the enterprise
- The Social Insurance Agency will send a list of employees participating in unemployment insurance at the enterprise, including: employee name, social insurance code, ID card/CCCD number, number of months of remaining unemployment insurance participation (form No. 01a), no later than October 20, 2021;
- After receiving form No. 01a, the enterprise sends information to the employee for verification, then:
>> In case there are no errors, within 5 working days from receiving form No. 01a, the enterprise shall send form No. 02 to the Social Insurance agency where the enterprise is managed;
>> In case the employee needs to adjust the information, the enterprise must adjust according to form No. 03 and send it to the Social Insurance agency where the enterprise is managed, no later than November 10, 2021.
➤ Step 3: Submit application
Employees can submit their application in one of the three following ways:
- Submit online via the Social Insurance application – VssID (individuals) or via websites such as the National Public Service Portal, Vietnam Social Insurance Public Service Portal or I-VAN service providers (enterprises);
- Submit by postal service;
- Submit directly to the Social Insurance agency at the provincial, city or district level where the employee has permanent or temporary residence.

Instructions for submitting online support application
1. For businesses (organizations)
➤ Step 1: Log in or register for a business social insurance account at Public Services;
➤ Step 2: Go to “Labor Management” to update information of employees working at the company (for businesses that have not registered an account on the website) or select “Import from Social Insurance” to update data from the Social Insurance system;
➤ Step 3:
- Select “Procedure List”;
- Select file code 600l (equivalent to form number 02) – support social insurance participants affected by Covid-19 epidemic or form 600m (equivalent to form number 03) – support social insurance participants affected by Covid-19 epidemic – Adjust information;
- Attach form number 02 or form number 03 that the enterprise prepares to submit to the Social Insurance agency.
2. For individuals
➤ Step 1: Log in to the Social Security account of the individual Public Service, with the ID being the Social Security number and the password being the password of the VssID application;
➤ Step 2:
- Select “Declare profile”;
- In the procedure list, select “Procedure code 653 – Support for social insurance participants affected by the Covid-19 epidemic” and fill in the necessary information according to the regulations of the code 653 profile;
- After completing the information, the individual will confirm via OTP code sent to the phone and receive a message notifying that account XXXXXXX has successfully submitted the application.
Note : You should register to receive support via bank account.
➤ Step 3: Get results
Workers will receive support money directly through their registered bank account number.
