What is children’s health insurance?
From March 1, 2021, newborns with birth certificates will be granted free health insurance cards right from birth according to Circular 30/2020/TT-BYT and Decree 146/2018/ND-CP.
Accordingly, the health insurance premium for children under 6 years old will be paid by the state budget and they will be granted a health insurance card with a 100% payment rate when they receive medical examination and treatment at the right facility, meaning that parents do not have to pay for their children’s health insurance until they are 6 years old.
For children aged 6 and over, parents can buy health insurance at school or pay for health insurance as a household.

How to write temporary health insurance card code for newborn without birth certificate
Newborns who have not completed the birth certificate procedures will not be issued a health insurance card. However, the child is still entitled to health insurance benefits. In this case, the medical facility will issue a temporary health insurance card code with the following content:
- Object code: Symbol is TE;
- Health insurance benefit level code: Symbol is number 1;
- Province and centrally-run city codes: Record according to the List and codes of Vietnam’s administrative units of Decision 124/2004/QD-TTg, at one of the following two places:
- Where the mother or legal guardian resides;
- Where the medical facility is located for unclaimed or abandoned children at the medical facility.
- Medical identification code (10 digits): Recorded according to the Regulations on establishment, use and management of medical identification codes in Decision 2153/QD-BYT.
For example:
The temporary health insurance card code of children whose mothers reside in Ho Chi Minh City is encoded: TE179xxxxxxxxxxxx.

➨ Step 1: Access the Vietnam Social Security website and select “Online search”;
➨ Step 2: Select the “Social Security Code Lookup” utility;
➨ Step 3: Fill in all required information completely and accurately:
- Province/City: Hometown/permanent residence on CCCD of parents, legal guardians;
- CCCD/ID card/passport: 12-digit CCCD/Identification code of the child;

How to look up the value of children’s health insurance card online
The validity period of the health insurance card is the period of time during which children can use and enjoy health insurance benefits such as: medical treatment, health check-ups or other medical services at medical facilities.
Normally, the validity period of a health insurance card is 1 year and is clearly stated on the health insurance card. However, currently, the health insurance card only states the time of 5 consecutive years (as illustrated above) and no longer shows the exact validity period of the health insurance card.

Note:
Each individual is only given 1 health insurance card number, so to look up the card’s usage value, the person looking up must first perform the health insurance card number lookup procedure.

Regulations on health insurance benefits for children
1. Health insurance benefits for children under 6 years old
Infants and children under 6 years old are subject to the following health insurance benefits:
➨ In-line medical examination and treatment: Enjoy 100% of medical examination and treatment costs and there is no limit on the payment rate for drugs, chemicals, medical supplies, and technical services.
➨ Out-of-network medical examination and treatment:
- Enjoy 60% of inpatient treatment costs outside the province;
- Enjoy 40% of inpatient treatment costs outside the central line.
Note:
- Children under 6 years old coming for medical examination and treatment must present their health insurance card;
- If you do not present your card, you will still enjoy the benefits of health insurance participants, but you must have a birth certificate/birth certificate;
- If treatment is required immediately after birth but there is no birth certificate, the head of the medical facility and the parents/guardians will sign the medical record as a basis for payment.
➨ Validity of health insurance card for children under 6 years old:
- For children born before September 30: Health insurance card is valid until September 30 of the year the child turns 6 years old;
- For children born after September 30: Health insurance card is valid until the last day of the month the child turns 6 years old.
2. Health insurance benefits for children from 6 years old, students
Children from 6 years old and up are entitled to health insurance as follows:
➨ Right medical examination and treatment:
- Enjoy 80% of medical examination and treatment costs covered by health insurance;
- Enjoy 100% of medical examination and treatment costs at commune level and the cost for one medical examination and treatment is lower than 15% of the basic monthly salary.
➨ Out-of-network medical examination and treatment:
- Enjoy 40% of inpatient treatment costs at central hospitals;
- Enjoy 100% of inpatient treatment costs at provincial hospitals within the scope of the health insurance card;
- Enjoy 100% of outpatient/inpatient treatment costs at district hospitals.
Note:
Children aged 6 and over can still be examined and treated outside the designated area without a referral, but must present a health insurance card.
➨ Validity of health insurance card for children 6 years of age and older:
Health insurance cards are issued or renewed annually for children aged 6 and over at school.
- For first graders: Health insurance card validity starts from October 1st of the first year of primary school;
