What is a passport?
Pursuant to Clause 3, Article 2 of the 2019 Law on Entry and Exit, a passport is a document issued by a competent authority to a Vietnamese citizen for the purpose of exit, entry or identification of identity and nationality.
Currently, to make it more convenient for people to proactively manage their time and travel, Vietnamese authorities have allowed citizens to register for passports online.
To apply for a passport online, Vietnamese citizens must meet the following conditions:
- Vietnamese citizens in the country with 12-digit CCCD or CCCD with chip;
- Have a valid account on the National Public Service Portal;
- Have a bank account or other payment accounts to pay fees online.

Documents required for applying for a regular passport online include:
- Application form for domestic ordinary passport;
- ID photo (taken within the last 6 months) size 4cm x 6cm, straight face, showing ears and shoulders, white background, no glasses, polite dress;
- Photo of front and back of CCCD.

Vietnamese citizens under 14 years old, people with difficulty in cognition or behavior control, people who have lost civil act capacity according to the provisions of the Civil Code:
- The passport application form must be filled out, signed by the father, mother or legal representative and stamped by the police of the commune, ward or town where the citizen permanently/temporarily resides next to the photo;
- Citizens under 14 years old must submit a copy of birth certificate or birth extract;
- Certified copy of documents proving legal representative for people who lack civil capacity or have difficulty in cognition and behavior control issued by competent authority.
3 things to do before applying for a passport online
- First, you need to check whether your phone number has been registered according to the information on your current citizen identification card (CCCD). If it is not registered, you need to update the owner information for the phone number at the transaction points of the network operator you are using (Viettel, Mobiphone, Vinaphone…);
- Second, after updating the phone number owner, you register an account on the National Public Service Portal according to the phone number and citizen identification card;
- Third, take a passport photo to apply for an online passport. The photo must be taken according to the standard procedures for issuing a regular passport. You only need to get the soft copy of the photo, no need to print it out.
Note:
The standards for taking ordinary passport photos are prescribed by the Ministry of Public Security as follows:
- Photo taken within the last 6 months, 4 x 6cm, white background, minimum resolution 300dpi, jpeg 2000 file format;
- Face looking straight, showing 2 ears, 2 shoulders clearly, bare head, no glasses, polite clothes;
- The face area should take up about 75% of the photo area;
- The height from the eye to the top edge of the photo should be approximately 2/3 of the height from the eye to the bottom edge of the photo.
Instructions for making a passport online – How to make a passport online
To apply for a regular passport online, follow these steps:
➨ Step 1: Access the Ministry of Public Security’s online public service portal;
➨ Step 2: Select “Login to the account provided by the National Public Service Portal” with the account you registered;
➨ Step 3: Enter the OTP code sent by the registration portal to the phone number registered for the account and select “Confirm”. If the information is valid, the portal will display personal profile information as shown below, indicating successful login;
➨ Step 4: Select “Apply online”. In the square box on the right side of the screen, search for the keyword “Passport”.
➨ Step 5: Select the ordinary passport category corresponding to your personal and specific needs;
- For people who need to issue a passport for the first or second time ➜ select “Issuing a domestic ordinary passport (done at the provincial level)”;
- For people who need to issue a passport for the second time ➜ select “Issuing a domestic ordinary passport (performed at the central level)”.
After selecting the appropriate service ➜ Click “Submit application”.
➨ Step 6: Select “Agency to process the application” ➜ select the box “Agree and continue”;
➨ Step 7: Enter passport registration information
- You upload the taken portrait photo and the front and back of the CCCD. The system will check and report if the photo is valid. If it is not, the system will display a red message and clearly state the reason;
- After all 3 photos are valid, you fill in all the information in the online profile sections (pay attention to fill in the information fields marked with a red asterisk (*) correctly .
Note:
In section 17, under “Place to receive passport”, you can choose “Receive in person” or “Receive by post”.
In the “Register for refund information” section, you accurately fill in your bank account number, account holder name and bank name so that the state agency can refund the passport fee in case your passport application is rejected.
After checking your personal information and making sure it is correct, enter the “Confirmation Code” and select “Submit Application”.
Once completed, the portal will display your “File Number”, please save it to check the file processing progress. The Ministry of Public Security Public Service Portal will send a message to your phone number notifying you that the file has been submitted.
➨ Step 8: Make payment for passport registration fee.
If your application is valid, the immigration authority will send a notice requesting payment of the fee via text message on your phone or email with a link to pay the fee online. Therefore, please regularly check the status of your application by selecting “Search for application” on the Ministry of Public Security’s Public Service Portal.
