Instructions on how to register a bidding account via the national bidding network
If you register to participate in bidding through the National Electronic Bidding System yourself, you can refer to the following 4 basic step guide:
➧ Step 1: Prepare the contractor information registration file at the National Bidding Network System of the Ministry of Planning and Investment
The profile includes:
- Application form to join the system (the form is automatically generated by the system, based on the information provided by the contractor);
- Photocopy of business registration certificate or business registration certificate or equivalent documents (*);
- Photocopy of ID card/CCCD/passport of the legal representative of the contractor.
Note:
(*) Only need to prepare in case the organization registering an account on the National Bidding Network System is not listed on the National Business Registration Information System.
➧ Step 2: Submit application for account registration on the National Bidding Network System
There are 2 ways to submit an application for an account on the National Bidding Network System that can be applied:
- Submit directly to 1 of 3 agencies: National Online Bidding Center, Bidding Management Department or Ministry of Planning and Investment;
- Submit online at the National Bidding Network of the Ministry of Planning and Investment.
At this step, the contractor must pay to register for an online bidding account in one of the following three ways:
- Method 1: Pay directly by card via POS machine at the National Online Bidding Center, Bidding Management Department or Ministry of Planning and Investment;
- Method 2: Pay online according to the instructions in the system;
- Method 3: Transfer money via bank account.
After 2 working days from the payment date, the payment status will be updated in the system.
➧ Step 3: Check the contractor’s registration approval status in the system;
➧ Step 4: Receive digital certificate at the system;
➧ Step 5: Register digital certificate user.
Note:
After completing the above steps and the registration file is approved in the system, you do not need to submit hard copy documents to the National Online Bidding Center. Contractors can then participate in online bidding according to regulations.

Currently, units wishing to participate in online bidding need to ensure the types of costs and payment deadlines according to the following table.

4. How to pay online bidding maintenance fee?
The fee for maintaining the name and capacity profile when bidding electronically must be paid in the first quarter of each year. For the first time registering to open an account, this fee is considered the registration fee to join the system and must be paid when registering an account.

Paying contractor tax online is similar to paying for the first time registering for an online bidding account. You can pay in 1 of 3 ways: pay via POS machine at state bidding agencies, pay online at the system or pay by bank transfer.
6. Can information be looked up on the national bidding network?
Yes. However, you can only look up general information such as business registration number, contractor name, business line, charter capital… but not the fees the contractor has paid.
