Register and activate level 1 and level 2 electronic identification accounts

What is an electronic identification account? Instructions on how to register for a level 1 and level 2 online electronic identification account on the VNeID app. How to activate electronic identification.

I. What is an electronic identification account?

1. Learn about electronic identification accounts

➤ Electronic identification accounts are divided into 2 levels: level 1 and level 2.

  • For level 1 electronic identification accounts: Citizens can register at home via the VNeID application and must have a chip-embedded CCCD to be able to register;
  • For level 2 electronic identification accounts: Citizens with a chip-embedded CCCD must go to the police station at the commune, ward, or town level or the place where the CCCD card issuance procedures are carried out to register. In case a citizen does not have a chip-embedded CCCD, he/she can register for an electronic identification code account at the same time as making the CCCD.

➤ Level 1 electronic identification account is valuable to prove citizen information such as: personal identification number, full name, date of birth, gender, portrait photo.

➤ Level 2 electronic identification account contains information such as: level 1 electronic identification account and additional information about “fingerprint”.

Level 2 electronic identification accounts have the same value as using CCCD cards, providing information in integrated documents for competent agencies and organizations to compare when performing transactions. Currently, with level 2 electronic identification accounts, citizens can integrate health insurance cards, driver’s licenses, etc.

2. Who is eligible for an electronic identification account?

From July 1, 2024, the subjects granted VNeID electronic identification accounts are specified in Article 7 of Decree 69/2024/ND-CP as follows:

➤ For Vietnamese citizens:

  • Issuing level 1 and level 2 electronic identification accounts: People aged 14 and over who have been issued a CCCD card or have a valid ID card;
  • Issue VNeID level 1 and VNeID level 2 accounts when needed: People from 6 to under 14 years old who have been issued an ID card;
  • Issue VNeID level 1 account when needed: People under 6 years old have been issued an ID card.

➤ For foreign citizens:

  • Issue VNeID level 1 and VNeID level 2 accounts when needed: People aged 6 and over who have been issued temporary residence cards or permanent residence cards in Vietnam;
  • Issue VNeID level 1 account when needed: People under 6 years old with temporary residence card, permanent residence card in Vietnam.

➤ For agencies and organizations:

Agencies and organizations established or registered to operate in Vietnam are granted electronic identification accounts regardless of level. 

II. How to register and activate level 1 and level 2 electronic identification accounts

1. How to register for an online electronic identification account via the VNeID application

Using the VNeID application on your mobile device, you can register for a level 1 electronic identification account. Detailed steps for registering and setting up an online electronic identification account on the VNeID application are as follows:

➤ Step 1: 

  • Download and install VNeID application, select “Register”;
  • Enter your CCCD number and phone number to register an account, then select “Register”.

➤ Step 2:

  • Scan the QR code on the CCCD or manually enter each information field and check the personal information on the display screen. After the information is filled in completely and accurately, click on “I agree to the Terms of Use of the application and service”, then select “Register”, then select “Confirm”;
  • Enter the OTP code sent to your registered phone number.

➤ Step 3: Set password

Note:

The password must be between 8 and 20 characters, including: numbers, uppercase letters, lowercase letters and must have at least one special character !@#$^*()_;

➤ Step 4: Select “Confirm” and receive a successful registration notification.

2. How to activate level 1 electronic identification account

The steps to activate a level 1 electronic account are as follows:

➤ Step 1: 

  • You reopen the VNeID application, enter the registered login information, then select “Login”;
  • Select “Register for level 1 electronic identification account”.
  • The screen displays the registration of a level 1 electronic identification account. You press “Start” to read the chip card information on the CCCD using NFC or scan the QR code on the CCCD, take a portrait according to the application’s instructions and receive the notification “Registration successful”;
  • After completing the portrait photo, you can return to the home page to check your profile.
  • If the application processing result is not satisfactory, you need to “Recreate application”;

➤ Step 2: Wait for approval results

After you have completed the registration procedure for a level 1 electronic identification account, the registration file will be reviewed and approved by the functional units of the Ministry of Public Security. If the result is satisfactory, you will receive a system SMS message sent to the registered phone number. The sample message content is as follows:

“The Department of Administrative Police of Social Order announces: The electronic identification account registration file of citizen A has been approved. Please access the VNeID application or the address https://vneid.gov.vn to activate the account”.

➤ Step 3: Activate the level 1 electronic identification account and start using the VNeID application with the level 1 electronic identification account

  • Open the VNeID application, select “Activate electronic identification account”;
  • Enter full information of personal identification number (CCCD number), phone number registered with VNeID application account;
  • Click the “Submit Request” button;
  • Next, you enter the OTP code sent to your phone number via SMS. After the OTP code is correctly authenticated, you proceed to set up a password;

Note: The password you set must be exactly as instructed.

  • After successfully setting up the password, you proceed to set up the passcode. The passcode is used to authenticate when you use services on the VNeID application;
  • Next, you proceed to set up security questions. Security questions are used in cases where your identity needs to be verified. You choose the question and answer in turn, and remember the answer corresponding to each question so that you can use it in necessary cases according to the application’s security requirements;
  • After completing the above steps, you will receive a notification of successful device activation. At this point, you can log in to the VNeID application using your personal identification account as shown below:
  • After successful login, the home screen will display the level 1 electronic identification account.

3. How to register & activate level 2 electronic identification account

With this form of registration, you need to go directly to the police agency and complete the procedure to register for a level 2 identification account. When registering for a level 2 electronic identification account, you need to bring your CCCD card with chip and related documents that need to be integrated such as: health insurance card, driver’s license, vehicle registration…

The steps to register for level 2 electronic identification are as follows: 

➤ Step 1: Go to the police station of the commune, ward, town or the place where the CCCD issuance procedure is carried out to carry out the procedure for issuing a level 2 electronic identification account.

➤ Step 2: Present the chip-embedded ID card, provide phone number information, present documents such as driver’s license, insurance card… to integrate information. The receiving officer enters information, takes a portrait photo, and collects the citizen’s fingerprints to complete the procedure.

➤ Step 3: Wait for approval results

After you have completed the registration procedure for a level 2 electronic identification account, your registration file will be reviewed and approved by the functional units of the Ministry of Public Security.

If the result is successful, you will receive a system SMS message sent to the registered phone number. The sample message content is as follows: “The Department of Social Order and Safety announces: The electronic identification account registration file of citizen A has been approved. Please access the VNeID application or the address https://vneid.gov.vn to activate the account”.

Note:

For citizens with chip-embedded ID cards issued after April 1, 2022, they can register for a level 2 electronic identification account when applying for a chip-embedded ID card. However, citizens need to download the VNeID application to activate the level 2 electronic identification account. After having a level 2 electronic identification account, citizens can integrate their documents at home.

➤ Step 4: Activate level 2 electronic identification account

If you already have a level 1 electronic identification account on the VNeID application, the application will automatically update the level 2 electronic identification account upon receiving a successful registration result.

In case you do not have a level 1 identification account, you download, register the VNeID application and activate the level 1 electronic identification account as fdiinvietnam.com instructs in section 1 (registering an electronic identification account via the VNeID application on mobile devices) and section 2 (activating a level 1 electronic identification account). Then, you activate the level 2 electronic identification account and start using the application with the level 2 electronic identification account.
