2.2. Product declaration registration dossier

  • Business registration certificate;

  • Sample photos and original product labels to be declared;
  • Vietnamese sub-label of the product to be declared (for imported products);
  • Scientific documents or explanations of the uses and ingredients of the product to be announced;
  • Certificate of free sale CFS or export certificate or health certificate issued by the competent authority of the exporting country;

3. How to carry out the procedure 

3.1. Self-declaration of products

The procedure for self-declaration of products includes the following 2 steps:

➤ Step 1: After completing the application, the individual/organization uploads the application to:

  • Mass media or its own website or publicly posted at the headquarters of the individual/organization;
  • Announcement on the updated food safety data information system.

In case there is no food safety data information system, individuals/organizations submit a set of documents by post or directly to the competent state management agency (designated by the People’s Committee of the province/city under the central government).

➤ Step 2: Immediately after self-declaring the product, the individual/organization has the right to trade, manufacture the product and is responsible for the safety of the declared product.

3.2. Registering product declaration

The procedure for declaring product quality includes the following 3 steps:

➤ Step 1: You submit your application to the receiving agency. Depending on the type of product, you submit your application to the Ministry of Health or the competent state management agency designated by the Provincial People’s Committee, specifically:

  • Ministry of Health: health protection foods, mixed food additives with new uses and food additives not on the list of additives permitted for use in food as designated by the Ministry of Health;
  • Competent state agencies: medical nutritional foods, nutritional products for children under 36 months of age and foods used in special diets.

Individuals/organizations can choose 1 of the following 3 submission methods:

  • Submit directly;
  • Submit by mail;
  • Submit via online public service system.

➤ Step 2: Within 7 working days from the date of receiving the application, the competent authority shall appraise the application and issue a certificate of acceptance of product declaration registration if the application is valid.

In case the application is invalid, the agency will send a notice requesting amendments and supplements (1 time).

➤ Step 3: Within 90 days from the date of receipt of the notice, the individual/organization must amend and supplement the dossier as required by the competent authority. After the above deadline, the dossier will no longer be valid.
