Subjects required to apply for a fire prevention and fighting license according to Appendix 1 of Decree 136/2020/ND-CP include:

1. Headquarters of state agencies at all levels, offices of specialized agencies, enterprises, organizations with more than 5 floors or a volume of more than 5,000m3 ^; 2.
Apartment buildings, multi-purpose buildings, collective houses, dormitories;
3. Schools: 

• Vocational schools, secondary schools, colleges, universities;
• Kindergarten, primary school (Grade 1), middle school (Grade 2), high school (Grade 3);
• Other educational centers established under the Education Law;

4. Markets; shopping malls, electronics stores; department stores, convenience stores; restaurants;
5. Hotels, motels, guesthouses, inns, and entertainment establishments established under the Law on Tourism;
6. Theaters; circuses, cinemas; conference and event centers; cultural houses; karaoke bars, dance halls, clubs; beauty salons; massage service businesses; entertainment establishments;
7. Hospitals:

• Medical examination and treatment facilities;
• Nursing homes, rehabilitation homes, orthopedic homes, nursing homes with a scale of over 21 beds;
• Disease prevention facilities;
• Medical center, medical facility.

8. Museums, libraries; exhibition halls; display houses, bookstores, archives, fairs; religious establishments;
9. Post offices, radio, television, telecommunications establishments; data storage and management centers; information equipment installation houses;
10. Airports; seaports, inland waterway ports from level IV; district-level bus stations; railway stations with a floor area of ​​over 500m2 ^; 11. 
Sports establishments established under the Law on Physical Training and Sports:

• Stadium;
• Sports hall;
• Indoor sports hall;
• Gym and sports center;
• Race track, shooting range.

12. Industrial facilities with fire and explosion hazard levels A, B, C, D, E;
13. Scientific and high-tech research facilities with more than 5 floors/volume of 5,000m3 ^. 14.     
Parking lots and garages established in accordance with legal regulations;
15. Power plants and transformer stations;
16. Road tunnels and railway tunnels with a length of more than 500m;
17. Planning projects:

• Projects for planning new construction, renovation of urban areas, residential areas, industrial parks, high-tech parks, export processing zones;
• Projects to renovate or build new technical infrastructure works related to fire prevention and fighting in urban areas, residential areas, industrial parks, high-tech parks, and export processing zones.                                               

18. Warehouses of materials, weapons, support tools; facilities for importing, exporting, processing or transporting petroleum, gas, industrial explosives;
19. Gas stations with more than 1 pump, gas trading stores with a total gas volume of over 70kg;
20. Warehouses of flammable goods and materials with a volume of over 1,000m3 ^; 21.
Housing combined with production and trading of goods, flammable and explosive substances, goods contained in flammable packaging of households.
